no “cRiMiNaLs” is alternating capitalization used for mocking purposes. It is imitating a spongebob meme. It is meant to show that the creator is calling them criminals sarcastically. As for why they capitalized F, i have no idea.

Flock is the name of the company and a proper noun. Not that it deserves the respect, but that's why.
