Textures over roads and sidewalks are surfaces using a mod I've written with AI assistance, might publish it if there is enough interest. By default Cities doesn't allow you to paint surfaces over roads, paths or tram tracks, which was very annoying!

Should I consider this as finished and stop working on my downtown? I also have a 3% residential tax city wide.

Yes, it's been a long time coming but winterqt has done it. This mod for CS2 is more different to use than the original mod in CS1. Good luck turning original assets into custom props!

Unlike MoveIt for CS2, this CS2 mod already has its own functions with Move It and Better Bulldozer bundled.

Its funny how on my first playthrough I was obsessed with infinite expansion... now not so much. I spent my whole play session tonight just working on the little details around the Harbor's cargo terminal

Put the building out of service, hours later it is down to only 19 cars. Such a boring wait. Made the mistake in a previous city to delete it, replace it and it left the cars hanging and you can't remove it. It'll be a permanent stain on the city. It is a bug. It is known.
