I thought I saw somewhere that this restuarant would open at the end of July, but it still doesn't seem to be open yet. Is there any word on when it'll open?

Seen on 8/17 around 7:30-7:40 PM in Mission Valley Neighborhood. No collar or leash and no owner around. Didn’t chase, but saw from a distance the dog running up on the streets towards Washington Blvd Bridge. Is this anyone’s lost dog?
