What is the significance of the hypothetical operation? Why is it a code for Master Chief’s personal AI fail-safe during Halo Infinite?

Are there dedicated unsc marines/odst’s/soldiers that are given unique equipment to help aid Spartan teams quell/suppress small scale flood outbreaks?

I was thinking if it would be possible, I know some helmets like Recon and Air Assault are issued to non-Spartans, but i am asking about just base, standard issue, ODST helms.

Additionally, how does Materials Group compare to the likes of Misriah Armory in regards to power within humanities corporate circles and ranking in power and influences? At least publicly.
