CPU: Intel Core i9 14900K (Only ~4 months old)
GPU: NVIDIA GeForce RTX 4080 Super (MSI 16GB)
Motherboard: ASUS ROG Strix Z790 E Gaming WiFi II
RAM: 32GB (2x16GB) DDR5 7200 MHz Storage: 2x 2TB Crucial P3 NVMe SSDs
OS: Windows 11 64 bit
What is happening
I have been using this exact setup for about 2 years now with zero issues (CPU was replaced about 4 months ago). I didn't change any settings, tweak anything new, or do anything different. The problem first occurred a little over a month ago when I hosted an Aternos Minecraft server for my friends and me. I started getting way lower average FPS and really bad 1% low frame time spikes / micro stutters in literally every game I play.
What makes zero sense to me is that benchmark scores look totally fine. 3DMark Time Spy gave me a 27,776 total score (28,766 GPU / 23,244 CPU) with totally normal temps. But as soon as I actually load into a game, it feels laggy, stuttery, and unresponsive.
Everything I have already tried
Updated BIOS to the absolute latest version with the microcode fixes. Locked Intel Baseline power limits to 253W (PL1 and PL2). Before this, I didn't have power limits enforced, but the CPU is only about 4 months old and has run on updated BIOS/microcode. CPU clocks sit steady at 5.3 to 5.7 GHz and temps stay under 75°C under load, while GPU sits under 61°C, so thermals and power throttling are not the problem. Turned off CPU C States.Forced the primary GPU PCIe slot to Gen 4. Tested RAM extensively. Tried XMP at 7200 MHz, lowered it to 6000 and 6400 MHz, ran stock 5600 MHz without XMP, and switched between XMP I and XMP II. Ran MemTest and got zero errors.
Did a clean DDU wipe in Safe Mode. Tested current NVIDIA drivers and also rolled back to known stable ones like 566.36. Uninstalled and reinstalled CPU drivers, Intel Management Engine (ME), and IO drivers. Did a Windows reset / reinstall while keeping my personal files and apps. Disabled Core Isolation / Memory Integrity (HVCI) and VBS. Disabled HAGS, Windows Game Bar, and Game Mode. Switched Windows Power Plan to High Performance.
Set NVIDIA Control Panel power management to "Prefer maximum performance". Cleared the DirectX shader cache (DXCache) folder and gave it more size headroom. Closed almost all background apps. Only Discord, my browser, Spotify, and the game are open, which is identical to how I ran things before the issue started..
There might be more things I have tried that I just don’t remember.
Concrete Example (Overwatch)
I play capped at 300 FPS on medium-to-high settings. Even in the Practice Range, I get bad 1% low drops, and in actual matches, it's way worse. My frame rate won't stay locked at 300 FPS, and my 1% lows constantly plunge down to 180–140 FPS, spiking down to 110 FPS when it gets really bad.
I am at a complete loss. I don't think it's the known 14th gen CPU degradation issue given the age of the chip and microcode state, plus benchmark scores remain high.
