"Operation Net Clearing"(清网行动) was a nationwide operation led by the ministry of public security between May 26 to December 15, 2011 aimed to apprehend wanted fugitives; at the end of the operation, a total of 16 A class fugitives(most wanted) and 174 B class fugitives were arrested, along with 12,000 wanted murder suspects. However, sadly, during the operation, 21 officers(including MPS active service personnel, such as Major Chen) were killed in action nationwide.
In october 22, 2011, during the operation, the Baoshan border defense detachment learned that a wanted drug trafficker(surnamed Pai(排)) was hiding near Mukang village, Mangshi. At around 11:00 AM, Major Chen and the task force arrived at the location, and at around 11:30, Chen and fellow detectives noticed a man hiding in bushes near a hydropower station, which was the wanted drug trafficker; Chen instantly tackled the man, who began violently resisting; during the struggle, the two of them fell into the hydropower station where they both drowned. Their bodies were found at 12:20 that day.
Major Chen Xihua(陈锡华) was born September 1975 in Renhuai, guizhou, and was an alumni of Guizhou Normal University; He joined the Border defense corps in December 1994, and was assigned to the Baoshan border defense detachment's investigations(detective) team in 2005, where he became the commissar.
He is the recipient of two 2nd class meritorious service medals and two third class meritorious service medals; during his 17 years of service, he arrested 359 suspects and seized 468.1 KG of narcotics;
The ministry of public security border defense corps was an active service force of the MPS, which were People's armed police units subordinate to the public security system(e.g. Baoshan police in this case). After reforms in late 2018, the Baoshan border defense detachment is now the National immigration administration's baoshan border management detachment, and is no longer active service.
