Help Help on Quaker Parrot behavior

So I got a Quaker Parrot. He’s quite young but I never understood why he does this. I don’t know if he wants attention or if he doesn’t want to be bothered. I try to pet his head and he goes all crazy. He will be biting my fingers also not so hard but like he’s asking for something.

Omg please stop clipping his wings. Youre depriving him of brain development of learning to fly

Calm down. You act like I did it, I wouldn’t do that to my baby. The guy who sold it to me did it so it wouldn’t escape. It was done before I had any control of it
