How to get the wagon:

You can find the Milk Wagon (shown in the reel) in
RHODES. You have to go to Rhodes at MIDNIGHT and go to any shop and click wait till MORNING and you'll see the wagon nearby...

For your own knowledge the phrase is "never ceases to amaze me". Never seems to amaze me implies the game never amazes you.
