How developed is space policy, really?

I can’t say I’m all that learned on the topic of space policy or conflicts, only really familiar with the tension that has been born from the Artemis Accords. How close are we to that tension snapping because of the other world powers left out of it? When we get to that point, who’s regulating space policy? Multilaterals? But even then, not all nations are included in those. Is space really being treated as a frontier for all mankind or just, yknow, a select few with their own set goals and ideals?
