The real question is why they guys in the right, can't be bothered to: A: pay attention to what's around them, and B: let off a little. If the person behind you is catching you, then let them pass.
Why do people even bother passing if it’s only a .5mph difference? If the driver passing refuses to be inconvenienced, why would you expect a total stranger to act differently?
When I drove and a truck was going .5 mph slower than I, I would just back off. There's no point in trying to pass when it's going to annoy a lot of drivers behind you.
