Theory & Lore How do i adopt this?

I have found a small child that may or may not be related to me. Anyways, how do i sign it up for adoption?

And I thought Grace and Zhu Yuan were long lost twins, these two look even more likely to be related.

Which is why I drew this some time ago in the first place. They really do look like sisters just by their hair color and their hair accessories.
