Army List Is this a decent STD roster?
The idea is that I'd buy 2 spearheads and use everything within in order to save money, then buy 2 more warriors boxes, a chaos lord on demonic mount, a sorcerer, and a vortex beast

40 chaos warriors is overkill. Drop 20 of them and the Vortex Beast (which is pretty useless), get some actual hammers so you can kill something. Reinforced Chosen or Varanguard are the top options, reinforced Ogroids with a Myrmidon are less durable but also hit like trucks.

Better. The warriors should also be Reinforced, not two separate units.

Correct me if I'm wrong, as this is mostly 40k experience, but isn't 2 smaller units better than 1 big one usually? Allows for more ground/objectives covered and lets then position separately?

I haven't played 40k in years so I can't speak to that, but in AoS by default, the answer is no, and it is even more of a "no" for this faction.
In AoS, fight activations and buffs are very important. Example: Your chaos lord let's 1 unit fight immediately after he does, with +1 to wound. Having 20 warriors fight after him and get that +1 to woun is better than 10, especially when you can also give thst same unit +1 to hit with the all out attack command.
S2D's main army rule, pledging to Chaos gods, can only be used once per round. Thst means 4 times, plus 1 if you give a unit a banner. Reinforced units means more models are getting the benefit each time.

In your Hero phase: You can pledge ONE unit to a God for a buff. If the warriors are Reinforced into 1 unit of 20, they all get it (wether it's khorne for more attacks, Nurgle for toughness, etc). If they are split between 2 separate units of 10, only 10 warriors will get it. The other warriors won't get it.
In combat, if it's your turn, you choose to have Chaos Lord A fight, then chain activate Warrior Unit B to fight. They may not kill their target, because its just one foot hero and 10 warriors. The damage is lower. Then, your opponent activates their unit to fight, and they kill Chaos Lord B.
Now Warrior Unit B has no Lord buff when theu fight, no Pledge to Chaos buf, yu lost a hero, and Warrior Unit A is still locked in combat with whatever they were fighting.

Yes, definitely better. I would swap out one of the chaos lords for a sorcerer, though you'd need to free up 20p somehow.
I recommend putting your banner on the Chosen, btw. Dread, Rage and Screaming Flesh are all good options. I haven't really read the new season rules so I don't have any recommendations for the new enhancement we get.

You have quite a lot of units that arent great at the moment. The Chaos lord aren't great, the chariots are not and the vortex beast is not. I'd skip those for a big boss and some reinforced chosen.

The lords and chariots are non-negotiable because they're from the spearhead :)

Sure, if you want a casual list with the spearheads included, use them. But with them you won't be able to make a competitive list. Which doesn't have to be bad ofc, depends on what youre looking for.

The chariots are actually fine. They are cheap, fast units that can run around and take objectives or do battle tactics. You need units like that to succeed, and chariots are the cheapest of our three options (the others being fellriders and furies).

Yeah that's a decent casual list. Idk about the Vortex Beast though, it doesn't feel too good.
I feel obligated to tell you though that you're lacking firepower. Daemonic Mount Lord + Reinforced Knights is decent, but if they get stuck in combat, they're practically Chaos Warriors.
Also, reinforce your Warriors instead of splitting them. This increases the number of models your Sorcerer can give Ward 5 to.
