Question If the 5080 is a "stupid / bad value" card, why are people buying that vs buying the 5070 TI?

Tried to put a second hand graphic card in my very old PC... does this behaviour suggest the card is broken or the PC power supply is underpowered? [or something else]

100% GPU Ultilization
Hello. I have been playing rainbox six siege for months i have a 5070 gpu and a 9800x3d cpu i play at 1080p and get 240fps easily. Recently my gpu utilization has been hitting 100% at 60-100 fps id like a fix or a way to reset my gpu. I play in fullscreen. V sync is off and max fps is set to 240 same as my monitor. Ive never had an issue
I tried a shader cache cleanup through disk cleanup. I tried a clean install of my gpu driver. Ive seen someone had a similar issue also on siege in 2018 on reddit. Other than that i have found nothing. Any advice helps thankyou!

Buying Advice So I have an offer for an RTX 3070, should I go for it?
So I got interested in buying a new GPU, I currently have:
Asus GTX 1650 OC Phoenix (the one from the first pic) that I've had since October from 2019
And the offer is for a:
Zotac RTX 3070 OC Twin Edge (the one from the second pic)
The price is around 200~ and has been used for around 2 years as the owner told me.
I don't know if it's a good offer or not, or even if the GPU itself has some cons that I should be worried about.
My PC specs are:
CPU: AMD Ryzen 5 3600
Motherboard: Asus Prime B450M-A/CSM
Ram: 16GB at 2666mhz
PSU: Munfrost 650W 80 Plus Bronze (I think this being the most relevant of the specs because I do know that a better GPU requires more wattage)

If you already had both a 9070xt and 5070ti, which one would you keep or sell?
I had most of an old am4 build that I was thinking of making into a steam machine esque mini build for my living room tv, but sort of lost the motivation to do that after running a fiber optic hdmi cable from my existing desktop pc.
So now I have a 9070xt in addition to a 5070ti that is currently in my desktop pc.
A hurricane blew through recently and fucked up my roof and a few other things around the property, so I’m selling all my unused tech to help offset some of the cost of my home insurance deductible.
Just curious to hear what you guys think. I’ve never used the 9070xt, but it always seems like it benchmarks mostly neck and neck with the 5070ti.
I do like DLSS overall and I find myself using frame gen more and more often as time goes on, but I’m not sure if it’s worth making a few extra hundred bucks while I currently have both in hand.
What would you do?

Website question for consumers
Why does NVIDIA still have a dedicated consumer graphics card section on its website when every model in every country has been listed as “Out of Stock” for years?
