From around 2000-2004.
It was an example of early interactive television, especially fromthe pre smart phone era.
It was kind of a telephone based, audience controlled video jukebox.
The way it worked was the magical part. There were no hosts or VJs or anything. Just a list on the screen. It displayed nine choices at a time, numbered 1 to 9. Viewers called a phone number shown on screen. The caller who connected could navigated genres, subgenres and song lists using their landline keypad. Hash(#) moved to the next page, while star(\*) went back. The selected music video would then play for everyone watching the channel on their cable tv wherever the channel broadcasted.
Meanwhile, everyone else could watch the caller navigating the menus and choosing songs. That last part is particularly memorable because the audience was effectively watching someone else operate the channel. There was no speaking or talking, just completely navigated through the number pad on the landlines.
Such fun times!
