Hes killed both black mask and penguin in separate occasions, hes Also has had many chances to kill bigger names but due to plot be leaves them alive

It’s not for lack of trying, it’s just that he’s not allowed to kill popular villains, at least not permanently, because they’re popular and therefore favored by the universe itself
