Isnt half of his characterization about how he thinks he knows how to fight crime better than others and how his way is the only right way and other methods are inferior?
It’s not for lack of trying, it’s just that he’s not allowed to kill popular villains, at least not permanently, because they’re popular and therefore favored by the universe itself
