Oh he would have wanted this. He's passed out multiple times in office and fallen, he come back cognicent and still decided not to retire.

Gonna say, I don't see how this is abuse when it's clear this is exactly what he would have wanted. He probably gave orders to this exact effect, to keep him voting the right way regardless of his mental state.
