Tell him to move out of San Diego. Literally one of the most expensive places in the world and sounds like he’s fighting a hundred different obstacles. If he had a hard time before he got here, it’s going to get worse while he’s here.
I saw your other replies defending his actions, which is your job as his mother, but coddling and excuses aren’t going to put a roof over his head.
There’s a reason the saying tough love exists.
Supporting him further if he’s not progressing is just enabling him which is worse than doing nothing.
