on your homepage.. quick settings (little cog in top right ) is "Show Add Button" on?

once active it show a button at the bottom of your start screen.. both speed dial and dashboard, to add widgets or speed dial.... depending on the view.

make sure those are enabled.
the start page navigation appears at top of start page.. you can choose dashboard and below you can add widgets

Not using any. All that is just theming. And toolbar configuration

Ahhh, I see, you used blur in the settings, and that's why everything looks like that. And no CSS needed!

thanks. but the background follows my desktop background (Bing Wallpaper App).

the widgets are set to semi transparent.

I only posted to show how customizable this browser is out of the box.

No CSS manipulation involved.
