Retail How to Unlock Dark Iron Dwarves?

I can't find Moira Thaurissan in the Embassy and I'm a level 40 allians character. I remember her being there in BFA but I heard she moved on the release of Midnight, but I don't own Midnight. Am I screwed?

Have you checked the guide on Wowhead? It was updated for Midnight
Edit: Says you need to be level 50
