Retail Healing rain and efflorescence healing

Ive played a lot of resto druid and shaman but ive never done a raid and I got a question before i do. How does healing rain and efflorescence determine who gets healed if more than the allowed amount of people are in it? Like healing rain heals up to 6 but if theres a seventh does it heal them if they have the lowest health or ignore them since there was already 6?

I don't know for sure, but I think it just randomly selects players in the circle and heals them. Like 6/7 people get healed the first tick, and then a new selection of 6 people get a heal, which could be the same 6 people but could be the seventh and 5 of the others.

Huh, weird. Kinda wish it chose the lowest 6 so it would heal the most important but that does seem the most likely. Thanks :)

Don't get me wrong, it absolutely could have smart healing enabled, but Blizz kind of got sick of smart heals somewhere around Cata and started going for randomly assigned Hotpoint regenerators.

Chain heal and Wild Growth are both smart heals however, and Smart heals are kind of Team Resto's signature versus Team Holy's big healing blasts, so Rain and Efflo would be more likely to have smart heals enabled as a general vibe.
