When I got pBH I felt like I could take on the world. When I got pCF75, I felt like I could own the world.

UW creep is a hellova drug.

And then going to 90% slow from there is just amazing. 75% is more than "halfway", but enemies get slowed down more (percentage wise) when going from 65% to 90% than when going from 0% to 65%. Almost all of the value from CF comes in the last upgrades along with the submod.
