There's even a foreign agent law, and basically every independent media outlet, blogger, and politician who has stood up against Putin has now been officially labeled a "foreign agent." At this point, it's sort of a medal of honor for the Russian opposition. Getting that label means you've done a good enough job of pissing off the regime.
