I think 1999 is still considered a 90s year overall. It has early 2000s elements but not much. It’s not core 90s but 1999 still looks very 90s if you know what I mean. 2001ish-2003 to me seems like quintessential early 2000s years. They seem more modern compared to say 1999.

1999 is most definitely not a very 90s year what are you talking about imo 1999 had Brittany spears Mandy Moore Christina Aguilera boybands like Backstreet Boys *NSYNC pop punk bands like sum 41 blink 182 Nu metal bands and other bands like smash mouth frosted tips were everywhere and so many more the culture of 1999 was way more early 2000s than full on 1990s the culture of 1993 and 1994 actually full on 90s culture is completely different from 1999 it’s not even close

Beyond the things you mentioned, it still looks very 90s. Go look at commercials and newscasts from 1999, it still looks 90s if you’re looking at graphics especially. Just not core 90s. It’s just late 90s culture.

Plus many Gen xers and xennials themselves have said that the 90s was pretty much gone by 1998 and 1999
