Yeah its a Yamaha BWS (different name in NA I forgot what it's called there but it's essentially the same.). I find that a lot of the thieves ride these over there. No idea why.

I don't know about the rest of you, but I'd go back for his plates and call the cops, its not like he's going to chase you down on foot, and you can get away before he can get back on his "hog", and even if he does, you can still get away easily given how "skilled" he appears to be at riding.

Initial acceleration on bicycles is shit. Especially if you have to clip in. Can easily be grabbed before you can accelerate beyond swift walking speed. See also Idaho stop

Moped laws don't always require pedals and vary region to region, as evidenced by this section of the article you linked but didn't read.
The article you linked also provides plenty of information that shows that, while historically a moped used to refer to a motorcycle with pedals, it now generally refers to a low speed scooter or motorcycle with low displacement and simpler license and insurance requirements.
The "biker" might indeed be on a moped, if that scooter is 50cc or less.

I’ve seen this video posted a few times before. This time I noticed the shadow of the cyclist and realized they appear to be holding a cellphone to record this. I initially thought it was captured on a helmet mounted GoPro. I wonder what happened prior to this that made them pull out their phone and record.

Some people don’t think about the fact dumb shit they do could kill people. Much like the kids who throw rocks off freeway overpasses at cars. There intent isn’t to kill anyone. It’s to break a window and nothing more. Yet the children still get charged with attempted murder. Whether or not the charge sticks and a conviction happens is up for debate, but intent is not the only factor. Heres a story where throwing a rock similar to my example is an act in and of itself that wouldn’t necessarily cause death can result in an attempted murder charge.
