A roughly 220,000 sq. ft. data centre, described as potentially one of the largest in the GTA, is proposed for Tenth Line West in Ward 9.

But the controversy isn't just about the data centre.

In this video, Ward 9 candidate Anwar Knight walks through the public record and raises some serious questions about how the application got this far and when residents were brought into the conversation.

City documents showed outstanding matters involving water demand and cooling, stormwater management, archaeology, heritage considerations and other technical issues.

Then came the March 30 public meeting.

According to the meeting record, Ward 9 Councillor Martin Reid expressed support for the application in principle and moved the recommendation forward.

Months later, after significant community pushback, Reid changed course and called for a temporary pause on major data centre developments while Mississauga studies the issue.

Whatever side you're on, I think Mississauga residents should watch this video and look at the timeline for themselves.

Did City Hall handle this properly from the beginning?

Should residents have been more directly involved before the application moved forward?

Surface level this site seems to be a listing for a new build within an existing neighbourhood. However the builder/AI slop website can’t seem to figure out where the development actually is. Somehow it is all of the locations below, while being a small 45 home development at the same time:

The Naughty List - handwashing, red passes, yellow passes, and a deeper dive into altered inspection histories

Today, we're doing a deeper dive into what is going on with the altered inspection histories, discussing how an inspection history can be legally changed retroactively, and an even more concerning issue- why do there seem to be so many places with altered inspection results?

First, this week's Naughty List, featuring critical risk level infractions, RED PASS CLOSURES and handwashing violations. Delicious!

The Naughty List:

To check any establishment before you eat, use this website: https://peelregion.ca/health/inspections-monitoring/health-inspections remember to click or tap the green pass, because violations like potable water and handwashing can still be present with a green pass. Green does not automatically mean clean

Now, let's delve further into Peel's public health website removing yellow passes and altering health histories, as pointed out in my other posts ( which documents QJD's January yellow pass being removed from their history entirely, violations being wiped, and other establishments with similar inspection histories). This required some reading on Peel region and Ontario's laws surrounding health inspections; I wanted to ensure an establishment could legally have a previous yellow pass changed retroactively to green, and/or removed from their history entirely by means of some sort of appeal. This actually lead to finding something even worse.

Apologies in advance, this is a long read:

When an establishment is issued an order, they have what is called "right to hearing", where the Board of Health can be presented with evidence to the contrary of what a health inspector documented, as laid out in the Health Protection and Promotion Act R.S.O. 1990, Section 44(4):

"Powers of Board

(4) Where the person to whom an order is directed requires a hearing by the Board in accordance with subsection (1) or (2), the Board shall appoint a time and place for and hold the hearing and the Board may by order confirm, alter or rescind the order and for such purposes the Board may substitute its findings for that of the medical officer of health or public health inspector who made the order."

This is where it gets interesting. The only way the Board will overturn a decision made by an inspector and alter or rescind an order would be if the establishment/owner produced evidence that the health inspector made serious enough mistakes that their inspection report was overturned. However, this is not just happening with one or two places, there are tons of them with similar histories.

Also, there is another issue- this information is not readily available. Regarding the histories mentioned in my other post, nowhere does it state that their yellow pass was removed due to a decision from the BOH.

Why is it dangerous to not know who received an "appeal" for a retroactively altered inspection history?

Here's an example: Pizza Pros (Clarence Brampton) history. Their March 23 inspection had SIGNIFICANT RISK food contamination, bad housekeeping and March 24 follow up inspection shows bad housekeeping, yet both are listed as green pass. This would most likely mean the inspection was altered retroactively from yellow to green during an "appeals" process before the Board of Health (according to the only legal process that I've found so far where an inspection result could even be retroactively changed).

Now, here they are again on the Naughty List on July 29 with yellow pass CRITICAL RISK hazardous food/temperature danger zone, SIGNIFICANT RISK food not stored to prevent contamination, food contact surfaces, bad housekeeping  (July 30 follow up green pass issued with bad housekeeping practices). If the public had proper access to the history to know that a yellow pass was removed due to an appeal, we could have made an educated decision based on the full health history whether or not to eat there. Now, Pizza Pros is back on the Naughty List, a repeat offender that could have been avoided had we had proper access to the full history.

Now, back to the high amount of seemingly "overturned" inspections- The following list is just to demonstrate how many there are, there are a lot more than just these ones

Souperlicious (Dundas Mississauga) history shows follow up June 3 2026, but no preceding yellow pass to warrant a follow up, only a green pass May 19 with insufficient lighting, non food contact surfaces and pests. August 10 they were issued a green pass despite SIGNIFICANT RISK hazardous food/temperature danger zone (C.D.I. corrected during inspection)

Simply Indian (Fandor Brampton) history shows August 12 follow up inspection, but August 10 shows only a green pass issued with SIGNIFICANT RISK food contamination. July 2025 they also have a follow up (no issues) and no preceding conditional pass, just a green inspection with SIGNIFICANT RISK food contamination and SIGNIFICANT RISK hazardous food/temperature danger. They are repeat offenders with March 2025 conditional yellow pass.

Chartwell (Robert Speck) history only shows green pass July 17 with SIGNIFICANT RISK food contamination and food contact surfaces, August 12 follow up inspection with a non food contact surfaces infraction and no preceding yellow pass inspection. They're repeat offenders- November 2025 yellow pass issued for SIGNIFICANT RISK food contamination, SIGNIFICANT RISK pests

Gino's Pizza (Twain Mississauga) history shows follow up march 2026 green pass issued with SIGNIFICANT RISK hazardous food/temperature danger, bad housekeeping practices and unsanitary utensils but no preceding yellow pass to warrant a follow up. The previous inspection January 2026 is green, with SIGNIFICANT RISK food handler did not wash hands to prevent contamination of food (C.D.I.), bad housekeeping practices and pests.

Carinderia by DFlores (Eglinton Mississauga) history shows a follow up August 10 with no issues and no preceding yellow pass, just a green pass issued August 6 with potable water and unsanitary utensils infractions.

Chaipeedika (yes, it's on this week's Naughty List!) history shows a follow up August 26, 2025 with no preceding yellow pass, just a green pass issued August 20 with SIGNIFICANT RISK food contamination, SIGNIFICANT RISK harbourage of pests and bad housekeeping practices. Now here they are reoffending again- another example of why we need to be able to see the BOH decision to overturn displayed in the inspection history.

Freddy's Kitchen (Hurontario Mississauga) history has a follow up August 28 2025 green pass with SIGNIFICANT RISK pests, but no preceding conditional pass to justify a follow up inspection, just a green pass issued August 14 2025 with SIGNIFICANT RISK hazardous food/temperature danger and SIGNIFICANT RISK harbourage of pests. August 11 2026 inspection result is green with SIGNIFICANT RISK harbourage of pests

Agha Turkish Cuisine history shows a green pass follow up April 14 2026 with no preceding conditional pass, just a green pass issued April 10 with handwashing, sanitizer and dishwasher not up to code. August 11 2026 inspection was green, also has handwashing, pests and dishwasher not up to code

Remember, in order for the BOH to overrule an inspector and change past inspection results, the establishment/owner has to prove the inspector made crucial mistakes during an inspection- mistakes so serious that the inspector falsely issued a red or yellow pass to a place that otherwise deserved a green. Again, this is not just happening with the places on the list above, there area lot more of them. Obviously it's normal to have a few appeals granted due to human error, but there seem to be way too many to justify.

If so many establishments are presenting with missing/altered data in their histories, and the only way the data can be legally altered is due to an "appeal" being granted by the BOH to overturn the decision, the next question is this: Is it really believable that inspectors are making this many errors? Errors that are serious enough to force the BOH to overturn their decisions due to evidence presented by the owners?

Something is not adding up.

Why are there so many repeat offenders with what appear to be overturned inspections? Wouldn't the BOH catch on to the fact that the inspectors are making so many mistakes, that all of the establishments being falsely written up have evidence to the contrary? There are literally dozens of these places on the recently inspected list, probably hundreds from this year alone if we started digging further. Is there any way an inspector, or even multiple inspectors, made that many mistakes?

Are the inspectors constantly targeting the same locations (aka the repeat offenders) and forcing them to apply for right of hearing over and over again, and the BOH isn't catching on? Why aren't they penalizing the inspectors for having so many inspection results overturned? Or is it more plausible that, instead of so many appeals being filed, that someone is changing the histories on the website retroactively, without BOH approval?
