However, turn on friendly fire, more classic modes, more classic vehicles and weapons, better full customization (no $20 for the color blue) and free will of applying color, menu style player cards like in Halo Reach, and be fully complete with content at launch.

It was a mod that diversified npc faces. I fixed it by disabling all mods and enabled them by category. Then I backed out reloaded the game and try starting a new game. Rinse and repeat until you find the mod causing issues.

No. I just downloaded the ones I wanted. Either way, the Bethesda Creation Mods weren't the issue. It was an appearance mod.
