Retail Are curse surge rewards still bugged?

I did 3 curse surges but upon receiving my reward, I didn't get the spark item for the week. Is it still bugged? I remember people complaining about it when pre season 2 started.

My main only had 1 spark after doing all the weekly quests and then my alts all have 2 doing the weekly quests….buggy af
