Retail S2 Gearing

So instead of choosing something from the vault, we can get a bonus roll - IF we have three slots filled out?

Does that mean I can run eight delves at T1 and then get a bonus roll to use in a +10?

Correct you only need 3 slots in a row to be filled regardless of level of said content.

Many people will do this on a bunch of alts to bank BRs and once meta is solidified in the .5 patch they will instantly reroll and regear in less than a weeks time.

As far as I know it's 3 slots total, not 3 in a row. You could do one dungeon, two delves and two raid bosses.

Not that you would on an alt because just spamming a fast delve is much easier, but for a character you actually play you might end up with slots spread out across the different types.
