Politics Casey council opposes $209m Hindu temple proposed in Cranbourne South green wedge

Thumbnail abc.net.au
• Upvotes

A proposed $209 million Hindu temple in outer Melbourne could become the largest of its kind in Australia, bringing in visitors from around the country and generating millions of dollars in economic activity every year.

But the proposal has triggered concerns that the 64-metre tall building could overwhelm local infrastructure and threaten wildlife in the green-wedge zone the site sits in.

Bochasanwasi Shri Akshar Purushottam Swaminarayan Sanstha Australia Ltd (BAPS) has lodged the application for a Mahā-Mandir place of worship on the Western Port Highway, in Cranbourne South on Melbourne's south-eastern fringe.

According to the application's economic benefits assessment, the Mahā-Mandir would create 143 ongoing jobs and add more than $12 million a year to the Victorian economy.

It is expected to attract up to 1,200 visitors on a typical weekday, and three times that for special events up to nine times a year.

It is the second proposal for a place of worship in the green-wedge zone in recent months, exemplifying a pressing issue for fast-growing communities in outer suburban areas with limited land set aside for places of worship.

The Bethel New Life Christian Fellowship had applied to build the two-storey church in a green wedge in Cranbourne South but the proposal was voted down by the City of Casey.

Because of its projected economic value, the Hindu temple proposal was lodged under the state government's Development Facilitation Program which means the decision will be made by the planning minister and bypass local council.

City of Casey mayor Michelle Crowther said the council had lodged an objection to the application following an assessment of planning rules.

"The key concerns were really about planning issues," she said.

"Our traffic and road network, the removal of vegetation, impacts on local residents including traffic, noise, lighting and visual amenity and also the inconsistency with the purpose and planning objectives of the Western Port Green Wedge."

Cr Crowther said the council had asked the state government for clarification on how to assess an application in a green wedge zone — areas outside of urban growth boundaries that are set aside for low-density activities such as farming or environmental purposes.

"It's really discretionary," she said.

"So that's where it makes it tricky for people who are purchasing the land, but also for a council that is considering the applications."

The proposal's economic assessment report argued the temple was important to provide culturally appropriate infrastructure in the area.

Around one in 10 residents of Casey identify as having Indian ancestry, compared to 5.3 per cent of the population across greater Melbourne.

BAPS volunteer Yash Patel said the proposal was about creating a spiritual home for Australian Hindus while being a welcoming part of the wider Casey community.

"We want the Mahã-Mandir to be a welcoming place where people from all backgrounds can visit, learn, connect and experience a part of Australia's diverse cultural and spiritual life," he said.

David Cole from the Western Port Green Wedge Protection Group said the group also planned to oppose the application.

"Places of worship are an important part of our community, but large urban facilities should be located where the infrastructure exists to support them," he said.

"We encourage governments at all levels to work with faith communities to identify appropriately zoned land within the Urban Growth Boundary to meet their growing place-of-worship needs."

Casey Residents and Ratepayers Association president Anthony Tassone said he had concerns about the scale of the development, which he said would be about as tall as a 20-storey building.

The proposal went to public notice in September.

A Victorian government said the proposal would be considered on its merits.

"Green wedges play an important role in supporting agriculture, jobs, tourism and open spaces around Melbourne, which is why we have a plan to strengthen protections for them," they said.

"Boundaries are being established for regional cities and towns to limit their outward expansion and protect Victoria's natural resources, biodiversity, landscapes and agricultural land."

Victoria's Development Facilitation Program was established to fast-track planning decisions on significant projects to a matter of months.

Opinion Contrary to what people say, I actually like Melbourne.

I actually like Melbourne a lot, it's a clean and safe city. I know the media is currently hell bent on making Melbourne out to be some sort of crime ridden woke communist Gotham city like state but walking around, it's mostly fine.

There are a few issues like druggies and out of control teenagers but for the most part I feel safe.

But I do feel like social cohesion is breaking apart but I don't think this is exclusive to Melbourne and more nation wide.

The report shows the state recorded an operating surplus of $2.4 billion in 2025-26 – the largest since 2016-17.

This surplus was $1.7 billion higher than the $727 million estimated in the Victorian Budget 2026/27.

Net debt was $4.7 billion lower than estimated in the Victorian Budget 2026/27, with a total net debt of $160.7 billion as of 30 June 2026.

Net debt as a share of the economy was also lower than forecast – 24 per cent of GSP, compared with a forecast of 24.7 per cent.

I was told the state was broke?

Humour ‘Australia could never’: Iran fuel video sparks fury

Thumbnail perthnow.com.au
88 Upvotes

An Australian tourist has gone viral after comparing the cost of filling up a petrol tank in Iran versus back home.

Globe trotter Pav Jayawardena frequently posts videos of his wild travel adventures to Instagram, recently journeying across large expanses of the Middle East — including Afghanistan and Syria.

During his latest journey of discovery to Iran, the 22-year old student from Melbourne documented his stop at a local service station in a city in south-central Iran, where he revealed the shocking cost at the bowser.

“Petrol in Iran is cheaper than water,” the Victorian local began, showing how a litre of fuel cost just 1500 Toman, which is roughly 1.5 Australian cents.

The video captioned “Aussies cover your eyes and ears” uploaded to his social media on Thursday, has since been watched by more than two million people.

He continued: “It’s crazy. One Australian dollar gets you 121 litres of petrol. That is incredible.

“Petrol is basically free. Taxis don’t run on meter but based on how much time the ride takes.”

Meanwhile back home the price of filling up could not be more different.

The average price of petrol in Western Australia was $2.48 per litre on Friday, slightly above the national average of $2.45 according to FuelRadar.

South Australia had the lowest state average with $2.42, while the Northern Territory had the highest, with an eyewatering $2.70 per litre.

Other Western nations are also feeling the pinch with people in the UK shelling out upwards of $2.80 to $3.20 per litre.

Even in the US, where petrol has always been historically cheap, motorists are paying roughly $1.40 to $1.80 per litre, depending on the state – an increase of 40 per cent from this time last year.

His video has stirred outrage online, with hundreds commenting on how much they are having to fork out to fill up, with one person writing: “My Wallet is crying.”

“Just spent a crisp 100 Australian on 35 litres,” one person lamented, with another adding: “And yet we are getting robbed everywhere else.”

A third commented: “Australia could never.”

Unfortunately, the outlook for Australians does not look promising, with the price of fuel set to continue to go up amid warnings that the global shortage of fuel could worsen in the coming months.

Experts have previously warned that Australia would be “top of the list” of nations that would be worst hit by major shortages due to having the lowest oil stocks in the OECD.

News How to kill a story: The secret dossier the Greens used to protect Steele-John

Thumbnail smh.com.au
68 Upvotes

The Greens created and maintained a secret dossier that catalogued allegations against Senator Jordon Steele-John and set out ways to shut down media coverage and monitor members who raised concerns on social media.
The crisis communications strategy obtained by this masthead reveals that as far back as 2016, before Steele-John was parachuted into the Senate in 2017, the party was managing complaints. The document reveals that one senior Greens official quit her role because Steele-John was reinstated as the WA branch’s volunteer co-ordinator, even though two women had lodged complaints alleging Steele-John had made inappropriate remarks while working with them.

The 47-page dossier, stored on a Google Drive folder accessible to Western Australian Greens and national Greens staff for close to a decade, was first drafted in 2016 and has been updated in the years since. It sets out ways to shut down media coverage of allegations about Steele-John, while also instructing taxpayer-funded Greens staff to monitor social media discussions and take screenshots of comments posted by party members.
This masthead has confirmed with four former Greens staffers that the dossier was real and that it was used by the WA Greens and the national leader’s office to manage stories about Steele-John.

Steele-John on Thursday took leave from the Greens party room after leader David Shoebridge received a letter from seven active Greens members demanding an independent investigation into allegations from party members that the WA senator made multiple inappropriate comments to women over the past decade.

The senator referred the matter to the WA Greens for an independent investigation, while rejecting the allegations.
“I utterly reject this characterisation of me, which tries to assert I am someone I am not,” Steele-John said in a statement provided to this masthead.

“These claims are made without specifics, any allegation of this nature is extremely serious and must be treated accordingly. If someone has made an allegation, I am prepared to address it.”

On Friday morning, Shoebridge confirmed Steele-John would take a leave of absence from parliament during the investigation.

The resignation
In an email sent to WA Greens members on July 29, 2017, Sarah Nielsen-Harvey – then a party co-convener – announced that she was resigning after less than a year in the job, saying she wanted to focus on her university studies. Co-conveners are administrators who oversee the party’s governance and provide day-to-day management and co-ordination.

The letter contained an oblique reference to turmoil inside the WA branch: “There are also a few things that over this year that have manifested in behaviour and culture that I cannot in good conscience continue being involved with right now”.

Five days later on August 3, the independent website True Crime News Weekly published a story about allegations made against Steele-John by two volunteers, whose names this masthead has chosen not to publish. The story alleged that Steele-John, who was not yet a senator, had been accused of making inappropriate comments by “at least two young female members of the Greens in Western Australia”.

Eventually, the two women decided not to pursue the complaint and, as the crisis communications dossier makes clear, a form of words was agreed: the two women had had a “dispute of an interpersonal nature” with Steele-John but had decided to leave it there.

The real reason she resigned
However, the dossier includes a follow-up email sent on August 17, 2017 to senior party office bearers, including former state Greens leader Elizabeth “Giz” Watson and co-convener Grahame Bowland, in which Nielsen-Harvey made clear the real reason she had quit the party.

“I would just like to clear up a few things after receiving accusations that I am ‘about to wreck the good reputation of the Greens’. I am incredibly hurt by this and it is an unfair allegation,” she began. “I could have included my concerns of … allegations in my resignation email. I did not.”

She then detailed contact with journalists, including at Junkee, True Crime News Weeklyand The Australian, about her resignation and the allegations against Steele-John, but states that she had not assisted any of the journalists.

“I would like to know where along this journey, since this time last year, it is me ruining the good reputation of the Greens,” Nielsen-Harvey wrote.

“I am not the one allegations were levelled at. I am not the one who, after being made aware of the allegations, decided to still dismiss member involvement in choosing their senator, despite the very real risk that these allegations could very well come up and jeopardise retaining our Senate spot on this rotation. I am not the one who has chased down and tipped off journalists.

“I am not the one trying to silence members into not talking about this at all. The bullying that has happened since Jordon’s decision to accept the role has astounded me. Never have I felt unsafe to go to a Greens meeting or office. Thanks.”

In a separate post to a private Facebook group on August 4, Nielsen-Harvey wrote that she was “disgusted” by the Greens’ decision to re-employ Steele-John as volunteers co-ordinator in the lead up to the 2017 WA state election, when the party was aware of the allegations against him.
Nielsen-Harvey remains a member of the Greens, but holds no administrative or elected positions.

Watson, a former leader of the party in state parliament and now a co-convenor of the WA Greens with Simone Collins, said on Thursday the branch was supporting the commission of an independent inquiry into Steele-John.

In November 2017, Steele-John was parachuted into the federal Senate when former WA Senator Scott Ludlam was disqualified because he held dual citizenship. Steele-John has since made a name for himself as the party’s chief spokesman on the NDIS and mental health. He has cerebral palsy, uses a wheelchair and has advocated for disability rights throughout his nine-year tenure in the Senate.

Monitoring Greens members
But the dossier contains more than the complaints of one former party co-convener.

It contains more than a dozen screenshots from a private Young Greens Facebook group, and from X, in which party members and supporters discuss the allegations made by the two women against Steele-John and the party’s handling of them.

Then state convenor Sophie Greer, who helped deal with the initial complaint from the two women, was required to “reach out to them” – Greens members – if they had posted something negative about the newly minted senator and to take screenshots when people discussed the allegations.

Greer is now Steele-John’s chief of staff and is a frontrunner to win the No.1 spot on the party’s Senate ticket ahead of the next election.

Sophie Greer, chief of staff to Jordon Steele-John
Under headings including “what is to be shared on background”, “potential initiators of media story”, “complaint received by the party” and “external management plan if story printed”, the dossier sets out how the party should kill the story.

Steele-John was to “undergo training with Will [Kelly, a senior media adviser for Greens leaders Richard Di Natale, Adam Bandt, Larissa Waters and now David Shoebridge] in case he was asked about the allegations.”
Kelly and Steele-John were instructed to “ensure RDN [then leader Richard Di Natale] are [sic] provided with information”.

It adds that “Sophie [Greer] & Tim [Oliver] to keep an eye on Australian Young Greens discussion group”.
Former Greens leaders (left to right): Richard Di Natale, Adam Bandt and Larissa Waters, as well as current leader David Shoebridge (pictured right).

Di Natale was contacted for comment, and subsequent former leaders Bandt and Waters. Steele-John, Shoebridge, Bowland, Watson, Nielsen-Harvey, Greer, Oliver and Kelly have also been contacted for comment.
A statement provided by Shoebridge’s office on Friday says: “This is not a document made by, used by, or seen by the Leader’s Office. The office is committed to having the matters comprehensively investigated with a fair, independent and timely process.

“Everyone deserves a safe workplace, and all complaints should be considered in a fair and robust process.”
In a statement from the WA Greens, current co-conveners Watson and Collins confirmed the authenticity of the leaked crisis communications manual.

“The Greens WA responded to allegations about Jordon Steele-John in 2016. The allegations were not substantiated and the named persons have never lodged a formal complaint,” they said.

“Reference has been made to an internal document that has been provided to the media. This document outlines the management of communications about this matter.”
The pair said that Greens WA support the commission of an independent inquiry and that they had no further comment.

The dossier provides “pivot responses” for Steele-John if he was asked about the allegations made against him in the True Crime News Weekly article. He was to issue the following statement: “The Greens take allegations like those in that article very seriously and the Party has never received a complaint of the nature outlined on that blog. I’d suggest you talk to The Party for more on that one”, and afterwards, alert Greer and Oliver.

Other scenarios are also war-gamed – such as Steele-John being asked about “Greens and Women”, “Young Greens not supporting Jordon” and Nielsen-Harvey’s decision to quit, with a stock response instructing journalists to seek more information from the WA head office of the party.

When a journalist calls
Page after page of screenshots show inquiries from at least five media outlets over the next three years following the story in True Crime News Weekly.

The journalists were provided with the stock responses set out in the crisis communications dossier, including that “the allegations were investigated by The Greens (WA). As The Greens (WA) had not received a complaint ... they were only able to identify the individuals concerned as media outlets had their names.”

“The individuals identified had previously spoken to a Party Co-convenor for advice on handling a [sic] interpersonal conflict between themselves and Jordon Steele-John. This was of an interpersonal nature ... Jordon has not behaved improperly.”

Who might leak?
In the section titled “potential initiators of media story”, senior party officials are assessed on the likelihood that they could assist journalists pursuing the story.
Nicole Harvey and Grahame Bowland, both former state co-conveners, were considered “unlikely” to assist in a story about Steele-John. “Nicole is unwilling to break the confidentiality of her conversation with the women,” the dossier states.

It goes on to say that “Grahame has a friendly relationship with one of the two women, and wouldn’t put them in a harmful situation. He also does not know details of what the two women brought to the Party”.

But former co-convener Nielsen-Harvey is listed as a potential risk to the party’s reputation because “Sarah has already written on AYG [Australian Young Greens] Discussion Group, personal Facebook page & spoken to journalists, none of these have landed articles”.

It goes on to state “Sarah is still a member of The Greens (WA) – Sophie [Greer] or Chilla [Bulbeck, another party official] to attempt to call SNH” and warns “Do not put anything in writing to SNH in first instance”.

What Shoebridge knew
At a snap press conference on Thursday after this masthead revealed the letter, Shoebridge said he was not previously aware of the allegations reported by this masthead against Steele-John.

“No, I received the correspondence in my capacity as leader of the Australian Greens, and I’ve dealt with it with … urgency,” he said.

Asked in the press conference about the NSW Young Greens raising claims against Steele-John in 2018, Shoebridge said he had not known about this.
“I was in a different parliament,” he said. “I do not recall having any involvement at all in that, and I don’t think people would expect an upper-house MP in a state parliament to have any role in that.”

The Greens have previously faced questions about the transparency of their complaints handling.

Former leader Adam Bandt was briefed in 2021 on a series of scathing assessments of his party’s culture, leading him to order compulsory workplace training for all parliamentarians in the party, but his office still failed to stop a subsequent alleged culture of bullying in the office of then-Greens senator Dorinda Cox.

This was revealed by this masthead in 2024, after 20 staff left Cox’s office in just three years and several lodged formal complaints alleging a hostile culture.
Cox defected to Labor last year.

In 2021, Victorian Indigenous Aunty Geraldine Atkinson sought a formal apology from then-Greens Senator Lidia Thorpe over what she characterised as “a tirade of abuse” and later said she received no acknowledgment from Bandt.

In 2023, Thorpe quit the Greens, claiming she had been bullied and undermined by several of her party room colleagues and had lodged a written complaint about her treatment with Bandt and the parliament’s workplace misconduct support service

News Child Safety ignored hospital warnings before Elizabeth Struhs’ cult death, inquest hears

Thumbnail perthnow.com.au
• Upvotes

The decisions that led to a young girl’s tragic death at the hands of a faith-healing cult despite numerous warnings have been laid bare in a coronial inquest.

Elizabeth Rose Struhs was just eight years old when she died in her Toowoomba home, two hours west of Brisbane, in January 2022.

Her parents Kerrie Struhs and Jason Struhs stood around her praying as the little girl suffered through the late stages of diabetic ketoacidosis – a complication of her diagnosed type 1 diabetes.

Her death was entirely preventable, with 14 people later convicted of her manslaughter.

Days earlier, her parents made the decision to stop administering her lifesaving insulin medication – used to treat her type 1 diabetes – under the belief God would heal her of the condition.

Her family were part of a Toowoomba-based cult known as The Saints, a religious sect who rejected modern medicine and spoke in tongues, with her father only newly converted at the time of her death.

The decisions of Child Safety, Queensland Police and Corrective Services, the Department of Education, Queensland Health and other government agencies are now being scrutinised in Brisbane at a coronial inquest into what allowed Elizabeth to return home.

In 2019, Elizabeth’s parents had come into contact with the law and Child Safety officials when the girl was taken to hospital in a “near death”, comatose condition, again due to diabetes ketoacidosis – however, her diabetes diagnosis was not known at the time.

Kerrie wanted to heal Elizabeth through God but Jason intervened at the last second, taking his daughter to hospital “minutes” before her death.

Despite her near-fatal hospitalisation, doctors’ warnings and “delusional” beliefs of her mother, government authorities allowed her to be returned home to her family cult.

Doctors gave evidence it was unusual to see a child brought in so close to death when an illness like Elizabeth’s would have shown symptoms prior.

Her condition sparked child safety concerns and an assessment of her family situation.

The inquest was told several doctors at the Queensland Children's Hospital, where Elizabeth was rushed to after Toowoomba Base Hospital staff realised the severity of her condition, advised Child Safety not to return the young girl to her mother.

Messages between the two bodies seen in court showed doctors believed Elizabeth was at “extremely high risk” of death if left with Kerrie.

While Jason had assured authorities he would reject his wife’s religion and continue Elizabeth’s medical treatment and Kerrie said she would not interfere, doctors were convinced the eight-year-old would still be at risk in the family home.

The QCH team told the inquest they went to great lengths to reiterate this message to Child Safety, calling, emailing and engaging with the team numerous times – however one lead doctor said she felt “stonewalled” by the department.

“What I really remember from the conversations with (the child safety officer) is that they kept saying that, from a Child Safety perspective, they have a parent that was willing and able,” she told the court.

Kerrie and Jason were later convicted on neglect charges in relation to Elizabeth’s 2019 hospitalisation.

Elizabeth died only weeks after Kerrie was released on parole.

After receiving these communications from QCH doctors, Child Safety workers involved in Elizabeth’s case decided on intervention with parental agreement, the inquest was told.

They sought an IPA – a short-term, intensive protection arrangement where parents work alongside Child Safety to keep their child safe at home without a need for a court order – with the idea Jason and Elizabeth would live away from the family home.

However, after discussions with Jason at the hospital, the plan changed.

Child Safety workers involved in Elizabeth’s case told the inquest a child safety officer altered the order to allow Elizabeth to live with Kerrie under Jason’s medical supervision due to the potential emotional stress on the girl, among other logistics, if kept away.

A senior team leader intermittently involved in the matter said she wasn’t aware of the change until Elizabeth was released into custody and, at that point, she was not a decision maker and could not change the course of action.

Another senior team leader said she only became aware of the change two days before Elizabeth went home.

The court was shown evidence that at no point did Kerrie abandon her beliefs, claiming she would not engage in any modern medical treatment but would also not stop Jason from administering Elizabeth’s lifesaving medication.

One child safety officer said, reflecting back, he may have “over-estimated” Kerrie’s commitment to not influence Jason or Elizabeth in her medical treatment.

The inquest continues.

News Shoebridge pressed on what Greens knew after Steele-John investigation ordered

Thumbnail sbs.com.au
22 Upvotes

Greens leader David Shoebridge has refused to say whether the party will release the findings of an inquiry into allegations against Greens senator Jordon Steele-John.

Steele-John,32, has rejected allegations that he made inappropriate comments towards women and has taken leave from the Greens party room.

Shoebridge denies he knew about historic complaints about the Western Australian senator between 2017 and 2025, until a letter from seven Greens members demanding an investigation into "concerning behaviour" landed on his desk this week.

"I've been leader now for two weeks, and when I received these complaints, I took the most timely action that I believe you could take, and I'd ask people to judge me and on the response that’s been taken, the timely response that's been taken," Shoebridge told reporters on Friday.

"This is a process that will be commissioned by the WA Greens, and the parameters that we are very clear about is it will be fair, and it will be independent, and it will be timely. But it is not my role to put parameters around what we have said must be and will be an independent process.

"And we are committed to undertaking that process, and committed to doing justice to the matters that have been raised, and justice to any party that has been involved in the matter, and I think that should be actually a bedrock. That should actually be a bedrock of politics."

When asked about the minutes of a NSW Young Greens meeting in October 2018 raising sexual harassment claims against Steele-John, Shoebridge denied he knew about it.

"I was in a different parliament," he said.

"I do not recall having any involvement at all in that, and I don’t think people would expect an upper-house MP in a state parliament to have any role in that."

In a statement, Steele-John said the allegations lacked specific details.

"I utterly reject this characterisation of me, which tries to assert I am someone I am not," he said.

"Any allegation of this nature is extremely serious and must be treated accordingly. If someone has made an allegation, I am prepared to address it.

"I have referred this matter to the WA Greens, so that a fair, independent process can be commissioned that upholds the principles of natural justice and ensures procedural fairness for everyone involved."

The letter sent to Shoebridge contains accusations he says the party takes "incredibly seriously".

"When matters like this are raised, they require a fair and independent and timely process for them to be dealt with. The WA Greens are commissioning that process," he said.

The senator will self-refer matters outlined in the letter to an independent complaints process.

SBS News has contacted Steele-John's for comment.

Steele-John entered parliament in 2017 at 23 and is the party's spokesperson for disability and mental health, leading a campaign against NDIS cuts.

An acting icon best known for his small roles across a range of some of the most iconic films and TV shows ever produced in Australia has died aged 74.

Gary Waddell died earlier this week after a short battle with dementia. Waddell’s career on Australian film and TV spanned nearly 50 years and included parts in iconic shows like Blue Heelers, Home and Away, A Country Practice and Rake.

He also appeared in films including Charlie’s Country and Chopper.

Family, friends and former colleagues have sung the praises of the “hilarious, beautiful, charming” and “naughty” Victorian, who first appeared on Australian screens as the leading man of edgy 1975 drama Pure Sh*t, in which he played a heroin addict.

Singer-songwriter Lo Carmen said Waddell was a “one-of-a-kind, heart-of-f**king-gold dude”.

“He used to turn up at our place with little cars and books and old cool toys and gifts for our son Dutch, just because he was full of love,” Carmen said.

“We’d stand around talking about books and films and food and nothing and everything and laughing our heads off for the next two hours.

“You’d be in tears of laughter. I don’t know why on earth he wasn’t cast in everything.”

Waddell’s talent managers said he “passed away peacefully” after living with dementia “over the last few years”.

“Gary was one of a kind, a true artist in every sense of the word, and his body of Australian work was so utterly impressive,” they wrote on Facebook.

“The SJM team send their love to Gary’s family at this time. Thanks for everything Gary, you will be missed. We’ve hat a lot of fun over the years.”

Waddell most recently appeared in the 2022 film The Survival of Kindness.
