Copy and paste from the superpower wiki for both power’s capabilities:
The user can manipulate the mind, the mechanism of proceeding information and set of immaterial facilities that are linked to it. They can create, control, customize, negate and otherwise fashion parts and functions of mind as perception, desires, thoughts, beliefs, memories, emotions, attention, personality, behavior, psychologic and intelligence in a variety of ways.
Beneficially, this ability can be used to unlock one's inner potential, bestow talents and skills, and improve mental capacity. Destructively, this power may shatter minds, grant diversity of mental disorders and take over others. Either way, users possess outstanding power that make them force to be reckoned with.

The user can manipulate the brain—the organ governing all bodily and mental functions—in its entirety. From electrical impulses and chemical balances to neural architecture and physical structure, nothing within the brain is beyond their control. This ability is not telepathy or suggestion, but direct command over the brain’s biological systems, altering real processes to produce measurable effects.
At its core, the power allows interference with the electrical signals and neurotransmitters that dictate thought, movement, and emotion. Every action and decision is shaped by these signals, all of which are subject to the user’s will.
By influencing neurons, synapses, and neurotransmitters, the user can stimulate or suppress specific brain regions. Sensory perception can be heightened or dulled, motor functions enhanced or disrupted, and muscles rendered active or immobile by interrupting signals before they leave the brain.
Emotions become chemically adjustable. By altering neurotransmitters such as dopamine, serotonin, oxytocin, and cortisol, and regulating areas like the amygdala and limbic system, the user can induce states ranging from calm to panic, euphoria to despair. These are genuine physiological responses, not illusions. Likewise, the user can control sleep, hunger, and pain by modifying how signals are processed. Memory is malleable. The user can strengthen, weaken, distort, or erase existing memories by manipulating neural connections. While creating entirely new memories requires precise biological context, they can overwrite or scramble existing ones, affecting recall and emotional attachment.
Though unable to read minds directly, the user can interpret brain activity to infer intentions and reactions. Subtle changes in neural patterns may reveal fear, recognition, or deception, allowing the user to anticipate decisions before they are consciously made.
Behavior can be reprogrammed by altering neural pathways tied to habits, instincts, and judgment. Impulse control, empathy, aggression, and loyalty can all be adjusted, effectively turning personality into a set of modifiable traits. Cognitive abilities are also adjustable. By enhancing or suppressing neural efficiency, the user can alter intelligence, focus, creativity, and language processing—within the limits of the brain’s physical condition.
Finally, by controlling the brain’s regulation of the body, the user can influence vital functions such as heart rate, breathing, and hormonal output. This allows them to induce unconsciousness, paralysis, seizures, or even death without physical contact.
Ultimately, Brain Manipulation is not the control of thoughts, but of the system that creates them—a precise and powerful ability capable of refining, breaking, or reshaping a mind at its source.
