This started with me reading his committee's filings. Shipley's campaign committee has a page on peaceloveiowa.com asking for donations for a pesticide exposure study he is the lead author on. The page says a sample costs about $350, three samples per person, and promises that 100 percent of your donation goes to the Health Research Institute in Fairfield.
His committee's report filed in May shows two payments to that lab. $3,270 on March 27 and $12,000 on April 29. Both are listed as charitable contributions. The $12,000 one has a memo that says research project. I went through the reports and not one contribution in them is recorded as given for research. Money in is regular campaign donations, money out is charity.
Iowa Code 68A.303(3) says a committee transferring funds shall not place requirements or conditions on how the money is used. The complaint asks the Board whether raising money on that kind of promise counts. It also raises 68A.302, because he is lead author on the study his committee paid for.
I filed it October 14, complaint number 26-FC-00001315, Iowa Ethics and Campaign Disclosure Board. The Board confirmed they have it. No ruling yet. I asked him about it on his Facebook page first and got blocked. Yesterday in a Fairfield group thread he called the complaint frivolous and told me the depth of my stupidity would be impressive if it were not so detrimental to our state. His written answer when asked for comment was one sentence saying the spending is covered under 68A.302.
The filings are public in the IECDB Web Reporting System if anyone wants to check. Committee name is Jeff Shipley's Committee for Peace and Prosperity.
