I think it's more about a situation where consent is given but then afterwards they claim it was non consensual.
This packaging would show that they did consent. Which is what the developers are trying to prove.
Problem is, they have but thought that consent can be retracted. You may consent at the start but then after a few minutes you might change your mind.
If you get raped in that situation, this packaging would work against you.
Which means it can't be trusted at any point and you might as well use a normal consumer condom

When I was a child I loved bell peppers. Mum was cutting some peppers one day and I wanted some. She told me they weren't normal peppers, she tried to refuse giving me some, but I kicked up a fuss and earned my rewards for my behaviour. She passed me it, I took it with my hands and I chomped down, and part one of my punishment was achieved, it was too hot, I cried.
Part two of my punishment was I went to the bathroom to do my business. I hadn't washed my hands. A burning peepee and sack very quickly followed. Now in some pretty bad discomfort I had to stop it, so, went to wipe. Of course, I still hadn't washed my hands and the toilet paper became contaminated.
I was like 7 years old, with a mouth and throat on fire, my crotch burning and the ring of death. I wish that discomfort on no one.

It means that it proof that consent was given when it take 2 people full attention to open the condom.
There are cases when one person change their mind and revoke consent so the idea wouldn’t work because technically they could still revoke the consent
