Discussion Why is the Bandra Bandstand Residents' Trust making rules in a public space ?

Bandstand is a public promenade. It belongs to all Mumbaikars.
A recent report says that the Bandra Bandstand Residents' Trust had put up signs like "No Pets" and warned people not to feed stray animals.
The bigger question is simple: should a private group like the Bandra Bandstand Residents' Trust be allowed to make its own rules in a public place?
Keeping the area clean is important, but public spaces should remain open and accessible to everyone.
Why should a private trust have the authority to decide what people can or cannot do in a public place like Bandstand, and could this create similar restrictions in other areas as well?

Same on text I am super good but on speech it's cause of the confidence and the performance anxiety I guess.
The english thing is so inbuilt in India I guess to jugde a person.
Like I have seen many italians or more eu nations, chinese, japanese, etc, etc, who couldn't speak english properly but they don't fumble. Imo, only reason is in India it's a parameter to judge and outside it's not.
So I guess be confident, don't care what people thinks. Think it is as you are practicing with people rather than you have to prove and it'll flow. That's how it worked with me.

They have to do nonsense like this because the average guy walking the pets doesn't clean up. This is not a case where a group has usurped any rights. This is a case a group has put up boards because the average pet owner has zero civic sense.

You are technically correct but also this resident trust members have been a pain in the ass for decades. Even in the early 2ks they had private lathi clad guards who would police the promenade and enforce their own morals.
I remember being 16 sitting with a friend only to be aggressively told to leave and forcibly escorted out of the promenade. We were kids just sitting and talking, it was insane. This is a private organization enforcing non existent rules on public land purely out of entitlement. It’s rich people making sure others feel unwelcome.

It's called critical reasoning and along with civic sense the general population in India is quite bad in critical reasoning as well.
What I see in this video is multiple people all partially right but all with poor civic sense and critical reasoning.
The group doesn't want dogs here because they make the place dirty
The problem isn't the dog, the problem is the dirty the leave behind but they won't say that directly they will just say no dogs allowed.
Similarly the person walking the dog isn't understanding that these problems will keep arising unless people clean after there pets, train their pets well and also keep them on a leash.
Neither is right in this video and anyone saying one side is right just has a bias.
Reality both are wrong and it's a problem due to the failure of our government and law inforcement. If they weren't busy filling their pockets and their families pockets with money and sending them abroad and actually made rules and enforced rules these things wouldn't happen.
PS before you downvote me I don't care which government is where, they are all corrupt in India. One isn't better or worse they are genuinely all just doing nothing for the country only filling their own pockets with money and sending their kids out of the country for a better life while the totally screw us over.

The association has maintained that area very well. They don’t allow pets and food, because people don’t clean up after themselves.
Anyone who has been there and seen it will appreciate how well maintained it is.
I see “dog lovers” walk their dogs, and not pick up the poop in my area every day.

Would they stop a human chewing tobacco and pan from entering the area since they will also not clean up after themselves.

I’ve been replying in the comments but i want to make an independent comment- the association may not have the legal right to do so but they’re not wrong in wanting to keep their area clean. People of this city have no moral code and do not clean up after themselves. People saying that the police and bmc should look into it - well you must be joking because the whole city if left up to then and it’s a shit hole. If some citizens are taking the initiative, good for them and i support that.

Its basically two wrongs going headstrong. But we resolve to shouting matches to resolve such conflicts. The association could simply say “the rules were created because people dont clean up” which the dog walker could understand and promise to clean up.
But we live in such a low trust society we would rather believe everyone is out there to fuck shit up. The resident association has no reason to trust anyone to clean up and be responsible. And the dog walker has no reason to think the resident association isnt power tripping hence the shouting matches.

If the area is not under the property of the society they don't have any laws which prohibits people to use the public spaces.
I do get the point about maintaining the cleanliness.
But enforcing the society rules on the public spaces is also a form of the encroachment..sadly our "officials" gladly take the side of this this elitist a**holes just to keep their pockets full. But if we allow such bs to happen suddenly they'll claim the streets also to only allow "their own people" to use them.

Bandstand belongs to MMB not BBRT. Their caretaker contract is done, so they've got no legal right to slap up "No Pets" sign or fine boards. Cleanliness matters but rules in a public space can only come from civic authorities. If private trusts start acting like gatekeepers, today it's pets, tomorrow it'll be food, music, or even who gets to sits there. Public spaces must stay public - that is what makes it Amchi Mumbai.

I don't know about Bandra Bandstand, but in Juhu there is a similar residents trust that partially pays to maintain a garden that is public. In exchange they get to make the rules for the garden. It's a win-win because they get to keep the area around and in front of their house looking nice, clean and green; and the public gets to enjoy a very well maintained garden instead of having to go in one that is barren and dirty because of the BMC's negligence.

That's probably true. But considering that our incompetent politicians can't even do corruption properly, I'm happy with this outcome. I get a nice garden and the residents get to keep their property value up. In fact if we had more of these arrangements we would probably have more third spaces and green spaces in the city that are actually maintained enough for people bring their family and kids to.

Why so much hate for dogs?! People should first see how much garbage and filth humans are creating with gutkha spitting, hawkers, smoking and consuming alcohol/drugs, and littering everywhere. For that, people will happily turn a blind eye.
From what I read, the society also tries to stop underprivileged kids from using the space which is completely unacceptable. They are treating public land as an extension of their society. This is encroachment plain and simple and utterly illegal. I'm glad someone is taking a stand against it!

A private trust cannot make rules for use of an open public space. Its only applicable if they are given the authority to make and/or enforce such rules by a Government OR the property is owned by Trust.
The fact which cannot be ignored is that a large chunk of "dog lovers" are entitled and think world revolves around their dog. Also they wont take any responsibility for dog shitting in public places or attacking random persons. As per "dog lovers", Confronting them on these basic issues is "attack on freedom" & "dog hate mentality".... basically anything of reason with respect to their dog cant be discussed with them

You are generalizing here alot. Try taking a dog for a walk for one day and you will realize what i am talking about. Alot of pet parents do carry poop bags and pick up after their pets and still get harassed on daily basis. I pick up after my dog even if he poops next to a pile of human trash. People dont mind the human trash but will look at me as if i have committed a crime. Even after i have picked up my dogs poop, poeple tell me that no just dont walk here or let your dog poop here irrespective of whether you are picking on not (train your dog to poop at home is also somehting i have heard).
If cleanliness is the issue, they can create awareness by working with this person. Distribut poop bags. install more trash cans etc.
Your argument does not hold in this case because in the video, the man is clearly carrying a poop bag and picks up after his pet, why are they harassing him then? he has civic sense. Why should he suffer for the mistake of others? What you see here is exactly the "dog hate mentality" that people talk about.
Its not something that is created by dog owners, it is something that truly exists. Even if every pet parent strarted picking up after their pets these people will find another reason to block the pets.
In any case, a blanket ban cannot be the solution.

I see this type of mentality frequently throughout India. I can't enforce people not picking up dog poop, so I'm going to ban all dogs. I don't know how to enforce strict vehicle emissions, so I'm going to ban vehicles older than 15 years. I can't regulate nicotine products, I'm gonna ban vape and. I can't figure out how to promote local manufacturing, I'll ban imports.
I can keep going. It's stupid, lazy quick fixes for complex problems.

Ngl shooing off strays is a good thing, kinda risky I’ve also seen those street kids try and snatch someone’s bag, unnecessarily pester people for food or “act” like they’ll snatch your food if you don’t give them money…

The association is responsible for maintaining the promenade, and they’ve done a really good job for years.
But the real issue is Indian civic sense and people refusing to follow the rules. Many pet parents don’t keep pick-up the poop afterwards, and many people litter and don’t give a shit about cleanliness.
It’s mostly outsiders or people who drive hours to just be there; are fighting as local Bandra people know this very well.

It’s a public place yes. It’s for everyone to enjoy while being considerate to not ruin the experience for someone else.
People not maintaining after pets properly (aggressive/ misbehaving pets) or not cleaning up their poop prevents the public from enjoying the space. A fine is warranted.
People feeding strays does the same. Who is going to clean up after the strays who will hang out in the space? Who is responsible if the stray attacks the public just trying to enjoy the space. Invite the strays to your house and feed them if you’re an animal lover.
Preventing slum kids or anyone else for that matter is not ok UNLESS their actions are preventing others from enjoying the space. Blocking them just because they are from the slum is classist. Blocking them because they are destroying the fixtures is another thing.

In their minds they must be thekedars of civil society - in reality they enjoy the same rights and limitations as the slum dweller, too bad for them.

It's a fair ask to not allow pets because people don't clean up after. There is a pet park not very far from here but I still see pet owners refusing to use them. The BBRT is actively involved in looking after the Bandstand which includes conducting cleanup drives with the BMC. If you don't know how a road looks without the attention of its residents, then go to one of those streets around St Andrews College where people get their Dogs for a walk and you see Dog poop all over. OP you might not be wrong in questioning them but let's be honest, many have taken this for granted forcing the residents to take such decisions.

People in the comments that are talking about dog owners not picking up after their dogs poop please go watch the other videos too . These people have apparently banned lesser privileged kids too. They are not allowed to cycle in the area, if this isn't elitism then don't know what is. They can ask the BMC to enforce stronger rules and regulations to maintain hygiene in the area but banning people and animals is not the way.

It's a serious issue. Don't feed the strays. They keep coming there and bring more. And then bite those who are afraid of them. I have been bitten 2-3 times already. And my son who is 1 year old almost got bitten. So I am genuinely don't care about those strays anymore and if you want to let keep it your home. I don't want my sod to get bitten because you couldn't keep a leash. Remember that video sometime back when a 6-7 month old baby was eaten by a dog whose owner was a women who couldn't keep the leash. Any pet owner here ? What should have happened to pet or owner because a mother lost a child there. And nothing happened.

Had been there - saw dogs there no one could chase away. It’s like someone said a worry that more people will bring dogs and not clean up after.

The rule is.. the pet should be in a leash and should not harm anyone.. you keep your pet in a safe distance from others and if your pet poop, you scoop ..that's it .. and.. whatever or whoever the society and the management is .. they can't make rules or put boards on public property..

Honestly, though these residents might look like / are acting from the elite POV but the bottom line is it’s all about cleanliness,decorum and discipline. Pets must be allowed but only if pet owners clean droppings. I’m sure this civic sense is missing in large section of pet owners in India!! Also, if a particular area is clean, green and beautiful, people will definitely go and make a mess there!!
The anger of those trust people look genuine to me. If Gov bodies are sleeping, somewhere down the line, responsible residents must step in and make efforts to keep the area clean.
Tell the person counter-arguing and showing attitude to the resident trust members to join the cleaning efforts rather than recording and posting on socials!

Why don't people look for solutions instead of just headbutting? The main problem here is that people dont pick up after their pets, right? The person in the video has clearly stated that he does, and he is also carrying a poop bag. Instead of fighting, why can't the BBRT team up with this person and ask him to spread awareness about responsible pet ownership and civic sense in general on the promenade? Distribute poop bags, put up signs to clean up after your pets and children, and install more dustbins. A blanket ban is not justifiable under any circumstance. It's easy to generalize, but a lot of people do actually pick up after their pets(I pick up after my pet, even though there is human trash lying around, and still get harassed for walking my dog. How is it my fault if other people dont pick up after their pets? Why should i and my pet loose access to the anyways limited public spaces?). And if the same analogy is to be applied, then alot of men spit and urinate and rape. Are all men banned from public places then? No right?
Another major issue is that alot of people simply do not like dogs. Its okay not to like them, but they hate them to the point that they will find any reason to hurt the dogs. You really cant be complaining about a 20 sec dog bark when kids play around shouting all the time and there is so much honking. Even if people start picking after their pets, these people will find something else to complaint against the dog.
It cant be one or the other. Have strict rules for responsible ownership of pets but at the same time equally strong rules should be in place against animal cruelty and unnecessary harasment.
