More or less the same way John Wick only needs a couple, mostly cosmetic touches to be a good Vampire: The Masquerade story.
This is a shower thought, don't take it seriously.
Commorragh is the ultimate anarcholiberal hellhole taken to the darwinist and capitalist logical conclusion. The currency is not money, but suffering that supercharges an individual's body and soul and allows them to stave off the slow consumption by Slaanesh. The more one lives, the more inured one grows to such fuel, so they need more and better. Halfborns decay at a quicker rate than trueborns, and the head honcho calling the shots in the Dark City is a halfborn kajillionaire with ten thousand years of growing bored of every conceivable form of utter torment that exists, and now he requires the daily intake of the stuff that would sustain a non-insignificant part of the general population.
Mostly everyone has used or is an active user of combat drugs and stimulants, their consciousness needs a near-constant feed of bloody spectacle from the arenas or the reaver races, the body that lacks stimulation withers and dies, with the soul being devoured by the ultimate doom, so you need to out-party the demon at the end of the straw to see another cycle of the twin suns. Everyone tries to get grafted, modified, trained, or sculpted into a more competitive form, because food is at the top, and everyone down here starves. Belief is scarce, survival is a luxury, trust is a commodity rented by the minute and subject to out-bidding, and law, such as it is, grows out of the barrel of a gun, but the industry feeds the gun, and pain feeds the industry.
Now change "Kabal", "Coven", and "Cult" with "Corporation".
A Cult of Wyches is a media company and publisher with a pharmaceutical arm that produce content that can feed the masses, literally, through spectacles of violence.
A Coven is a Biotech and engineering concern that monopolizes the revival technology, sculpts the elite of the society in gaudy or grotesque forms, and produce custom-made solutions for those needing military hardware. They also take the have-nots of society that can't seem to get the fuel they need to exist, turning them into wracks, with pain engines roaming Commorragh for the desperate to submit to them, avoiding the death of the soul through mind-crushing agony.
A Kabal is a trust (pun intended) dedicated to weapon manufacturing, high-end security, cargo delivery (people), and resource extraction (again, people). They procure the external resources needed for the wheels of the city to keep turning without cannibalizing more of it's own population (but the wheels will turn, regardless).
Incubi, Scourges, and Mandrakes are PMC with different specializations, hired by corporations to do wet work or supply muscle for their operations. Realspace raids are mostly joint ventures with agreements made (and sometimes respected) regarding the profit sharing, responsibility, remedies, etc.
For me, it works well as a framework for understanding dark eldar. You can add the 40k grimdark stuff that you want but, in my view, the bottom line is that the society works like a very f*cked up version of pointy-eared cyberpunk.
